Timely Tip for February Gardeners:

February is a great time to gear up for Spring planting!

Treat your special Valentine this year with fresh, living flowers. America’s favorite flower, the Rose, can be planted and enjoyed all year. Cool season flowers such as Pansies, Primrose or Cyclamen can also be planted in containers to give a burst of color to your landscape, patio or garden. And don’t forget about indoor plants. Indoor houseplants can beautify your home and purify the air. Gloves, tools, wind chimes also make great gifts. The list is endless, let your imagination “grow green” as your peruse your local garden center!

Richardson To Initiate Stage 3 Water Conservation Measures

On September 28, 2011 the North Texas Municipal Water District (NTMWD) announced it was requesting all of its member cities to implement Stage 3 water conservation measures effective November 1, 2011. In response, the City of Richardson has developed the following plan based on the guidelines requested by the NTMWD. The plan outlined below does not conform to the City’s prior Stage 3 water conservation plan. The plan has been updated by administrative order signed by the City Manager to implement more restrictive measures in order to meet conservation demands.

Due to the City of Richardsons Stage 3 water restrictions the Enclave of Breckinridge will not plant any fall color in the common area beds. We will respect the water shortage and the City of Richardson restrictions. We will mulch the beds and hope for a better spring.

Frequently Asked Questions  

Q: How do I get in the Gate?
A: All residents receive a set of wireless transmitters that open the inbound gate. The outbound gate opens automatically. In addition, you can call 214-871-9700 and follow prompts for extensions at Premier Communities and establish a personal pass-code. The 4-digit code is simply punched into the gate control system, without any additional characters. This code is for your household members only or caretakers. Please do not give out codes to temporary workers.

Q: How do visitors get in the gate?
A: Located at each gate entrance is a call box. Visitors can follow the instruction on the call box and locate you by your last name which has a code by it. They then press that code on the keypad which will ring the designated contact number you have provided Premier Communities. Once you receive the call you then can press “9” on your phone to open the gate for your visitor.

Q: Who owns the perimeter brick wall around the property?
A: The perimeter wall is owned by the HOA. It is the responsibility of the HOA to ensure the integrity of the wall. The HOA doesn't encourage growing vines on the wall. Vines can cause damage to the wall and incur hefty expenses in repairs.

Q: Does the HOA own the creek & is it apart of the Common Areas?
A: Yes, the HOA owns the land. Although the State of Texas, Collin County, City of Richardson and Army Corp of Engineers have the right-a-way. Which means if they need to adjust the water shed or protect the flood plain. They have right to come in, work & change that area as they see fit. The maintenance of the creek area is the responsibility of the HOA.

Q: What is the speed limit inside the EoB?
A: As posted, the streets in the community have a maximum speed limit of 15 MPH. This is for the safety of all residents. Please drive slow around the community and especially watch out for children playing.

Q: What are the EoB property Boundaries?
A. The EoB property boundaries are bounded by Breckinridge Blvd. to the south, North Star Rd. to the east, Sharp Ln. to the North & the neighborhood property line of Saddle Brook to the west.

Q: When is the garbage pickup?
A: Garbage days are Tuesday and Friday. They arrive very early, around 7:30 AM. The garbage needs to be put out in black plastic bags, not inside any hard container. Recyclables are to be placed in the blue bags available from the COR, and are picked up Friday only.

Q: What is provided with front yard maintenance?
A: Cutting, edging and fertilization. It is the homeowners responsibility to keep hedges trimmed, keep weeds, grass and debri out of the flowerbeds.

Q: When does the EoB yards & common areas have their weekly maintenance?
A: Every Thursday if whether permits during the growing season. Please make sure vehicles are not parked in the streets. Edging can not be done if there is not room.

Q: When can I water the lawn, if water restrictions are in place?
A: Check with COR, but normally it is on the garbage pick-up days.

Q: What is included in the annual dues for the HOA?
A: Dues pay for the maintenance of the common grounds, the utilities used for the site, the fees for the management services of Premier Communities, the upkeep of the grassed portion of the lawn at the front of each home.

Q: What other services does the HOA provide?
A: The HOA is run by a owner-selected Board of 3 officers. They are responsible for the legal and financial obligations of the HOA. They are the Heads of the various committees that help run the functions of the HOA: ACC, Communication, Safety, Landscaping & Social. A Newsletter is published on roughly a quarterly basis and sent to all the residents.

Q: Since yard-service is included in the HOA dues, what am I responsible for, as far as yard maintenance?
A: The service provides for the mowing, edging and fertilization of the grass-covered portion of the front lawn, only. You are responsible for maintenance and upkeep (weeding, fertilization, pruning, grass pulling) of the flowerbeds in the front of the home; and for the upkeep of the entire back yard.

Q: Are there any Social functions held by the HOA?
A: Yes, the Social Committee plans several community activities ~ 2-4 times a year. These may be held in someone’s home, or in the common areas. Notice is provided in the Newsletter.

Q: What if I have some problems with my home?
A: For warranty repairs, contact Grand Homes. For any community related issues, contact the HOA Board members.

Q: If I'm selling my property, when can I put out for sale signs and how do I go about
getting potential clients gate access?
A: For sale signs can only be place in common areas during the weekend and removed by the resident during the week. When placing signs caution must be taken not to damage irrigation lateral lines and sprinkler heads. For Open House gate access can be provided by contacting Lisa Courtney 214-451-5411 at Premier Communities.

Q: What is required for me to do any changes to my landscaping?
A: For any permanent changes, please fill out an ACC form and send it to Lisa Courtney (HOA Association Manger) at Premier Communities. In order NOT to restrict water drainage,please note that no permanent obstructions should be placed within 3 feet of the fire wall of an adjacent home.

Q: What about parking for a large number of visitors?
A: Please encourage them to use the additional parking spaces at the ends of the street.
